Cleo C. Lowe, 76, Rapid City, died Tuesday, February 26, 2019 at Regional Health Home Plus Hospice. She was born October 31, 1942 in Williston, ND to Ralph Waldo and Constance Julia (Monson) Overstreet. She is survived by her sons, Kip and Shawn Lowe.
