Ramona Beth Phipps, 84, of Mount Vernon, WA, passed away on March 28, 2023, with family around her, at Ellsworth AFB, SD. She was born on April 10, 1938, in Scottsville, AR, to Thomas and Rozetta (Gross) Rowland. Ramona (Mona) was the youngest of 9 children and moved with her family, as a child, to California. Mona had fond memories of living in Arkansas and was often asked where she was from, due to her slight southern accent. Mona was married to Larry Phipps for ten years and had three children with him.

Mona is preceded in death by her daughter Vicki, daughter Beth, sister Floy Sue, sister Grace Helen, sister Evangeline, sister Doris Elaine, brother Thomas Fearl, brother Dwain “Peck,” brother James Lawson, sister Sherrill Ann, friend Sandy, friend Jeanne, and her parents.

Mona is survived by her son Brent, adopted son/grandson Jacob, grandson Jessie, great-grandson Jason, great-granddaughter Rey Leigh Ann, great-grandson Owen Huckleberry, granddaughter-in-law Lauren Ansley, and dear friend Deb.

In accordance with her wishes, there will be no formally held service. However, the family would love to gather memories and photos, as keepsakes to honor her.

Dear Jacob, Lauren and family, First, I am so sorry to hear about Mona's passing. She loved you so much Jacob and was utterly dedicated and devoted to you. You brought her so much joy over the years. We are so glad that you and your grandma relocated to Mount Vernon where you started school at Centennial and became best friends with Jeff. The memories are endless and I simply smile thinking back. Both Glenn and I love your grandma. Sometimes Glenn would go have coffee with Mona on Saturday mornings. Mona and I shared in the fun of watching grand slam tennis and would text all the time rooting for Roger Federer and sometimes Rafa. Chatting about you boys, being there when you married Lauren, and Mona being with us when Jeff married Kelsey. Mona garage sales, Mona cookies, Mona laughter. Mona chats about family. It was our honor and pleasure to be part of Mona's life while raising you Jacob and after you were grown up. I know that she was so happy that you found Lauren and married into a beautiful family. Mona is at peace now. We will miss her. Sending love, prayers and hugs to you all. Alicia and Glenn Huschka - Posted by Alicia Huschka on April 3, 2023

I remember Ramona from about 25 years ago when we worked at the same Orange County Social Services office in Laguna Hills, California. She was a lovely person who spoke her mind. was bright and cheery, and full of energy. I must admit I had not thought of her in a long time, but hearing of her passing brought this fond memory of her to mind and a smile to my face in remembrance. R.I.P. Jacob and I are best friends and have been so since about 4th grade. From 4th grade through all of high school and even parts of college, Jacob and I often times were at each others homes day and night. If you didn't know where one of us was, you would just ask the other. During this time, Mona was much more than my best friends Grandma, she felt like my Grandma and like a second Mom. I looked up to her and she was literally always there. If I was around for breakfast, dinner or eating all her snacks there was never a question other than "do you want more?". If it had been a couple days since I had been over, Mona would make it clear she missed us and needed to pay her a visit. We were a big part of her social life and she was very much a part of our family. Mona had high standards for Jacob, myself and our friend group. She even got snarky at times when we deviated from her expectations. In the moment I wasn't sure if we were scared or thought it was funny but later in life I realized she loved us like her own children. There wasn't a visit without stopping and chatting with Mona. There was never a girlfriend, sports performance or school grades without Mona getting a first pass at what was going on. What always impressed me the most with Mona is how busy she was. You would have never known Mona's age by her pristine garden/lawn, constant home improvement projects, busy social schedule and absolute commitment to Jacob and her boys. She was so active and I never even thought of her being the same age as my own grandparents because of her busy schedule and motivation. She never missed a cross country race or social event on the calendar and always showed up with a smile and all dolled up. My favorite memory with Mona was when Jacob and I were in middle school and she took us to Seattle to watch the MV High School Basketball team in the state tournament. We all squeezed into the Ford Ranger (which really only sat two comfortably) and she took us to the big city for the basketball game and for burgers afterwards at the RAM. It was such a good time and she was cheering the team on even more than we were. Mona lived several lives with her own children, Jacob, myself and our friend group. She only got better at it with age. Not many people in this world get that opportunity and I know know nobody did it with a better attitude and as much love. In my short time I knew Mona, life was not easy on her but she always fought back with a big smile, laughs and love. We will miss her dearly. Love you Mona and I know you're in a better place. Thanks for taking care of all of us and showing us how to do life, regardless of age. - Posted by Jeff Huschka on June 11, 2023
